JUNIOR RULES 2018 – notes

There have apparently been a number of queries regarding rules for LL, IL and JL. I have clarified all the below with Baseball Victoria.

Please note:
1. Game duration
 -Little League Major is 2 hours on Sunday – Refer rule 33
- Little League Minor is 1.5 hours – Refer rule 33
2. Five Run Rule
There is a 5 run rule for LL, IL and JL. This rule will also apply in playoffs. – Refer Rule 35
4. Curve balls can be pitched in Junior League – refer rule 38
5. Pitch Counts
Pitch Counts are detailed in the Victorian Summer Baseball Playing Conditions 2018/19. A summary is as follows:
Under 13 – no more than 60
Under 14 &15 – no more than 70
Under 16 &17 – no more than 80
Under 18 – no more than 100.
It is the age of the player that is to be taken into account, not the division, when determining the appropriate pitch count.
6. Mercy Rule
The Charter rules refer to the LL International rules.
The following is the breakdown of the mercy rule based on 4.10.e from the LLI rule book:
LL:  If after three (3) innings, two and one-half innings if the home team is ahead, one team has a lead of fifteen (15) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.
If after four (4) innings], three and one-half innings if the home team is ahead, one team has a lead of ten (10) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.
NOTE: (1) If the visiting team has a lead of fifteen (15) or ten (10) runs or more respectively, the home team must bat in its half of the inning.
 
IL/JL:  If after four (4) innings, three and one-half innings if the home team is ahead, one team has a lead of fifteen (15) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.
If after five (5) innings, four and one-half innings if the home team is ahead, one team has a lead of ten (10) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.
 
NOTE:     (1) If the visiting team has a lead of fifteen (15) or ten (10) runs or more respectively, the home team must bat in its half of the inning.
5. Dropped third Strike
BV have advised that as it is a Little League International rule,  we do not have the authority as a Charter to change the dropped third strike rule and that it is an automatic out in both the LL Major and Minor competitions as per rule 41(d). Jeff Paull has also confirmed that it will also be an automatic out in State and National tournaments.
